Why would a recipe call for using unpeeled garlic cloves?
If a recipe specifies unpeeled garlic, it probably will be cooked for a long period of time so the garlic flavor is released gently but thoroughly throughout the dish. When used this way, the garlic is usually strained out and discarded. It is easier to remove unpeeled cloves than peeled cloves, which can break apart easily.
